I am taking the liberty of sending the enclosed. As you see, Dr Min Kyi
Win, a member of the Mon National Democratic Front has been chosen by
Amnesty International as one of its three "freedom writer cases" for
January 2000. I would encourage everyone on the list to write on this case

Dear Lieutenant General:
It is with a sense of hope that I write to you regarding Dr. Min Kyi Win, a
46-year-old medical doctor who has been imprisoned on account of his
peaceful political activity. Dr. Min Kyi Win, a leading member of the Mon National
Democratic Front (MNDF), was arrested in early September 1998 along with
other members of the MNDF. Their arrests came after the MNDF supported a call for
a transfer of power to elected parties according to the results of the 1990
elections.
Dr. Min Kyi Win was elected as a Member of Parliament for Mudon Constituency
No. 2 in the 1990 elections. He is a graduate of the Rangoon Institute of
Medicine and until his arrest had worked in his own clinic in Mudon.
According to Amnesty International, he was sentenced on December 11, 1998, to seven
years' imprisonment with hard labor. He is believed to be held at Mawlamyine
Prison in Mon State.
I ask for your assistance in obtaining the immediate and unconditional
release of Dr. Min Kyi Win, a man who clearly has been imprisoned solely for
the peaceful expression of his political views. As you know, the right to such
expression is guaranteed under Article 19 of the United Nations Universal
Declaration of Human Rights. I further ask you to bring about the release
of all those in Myanmar who have been detained solely for the non-violent
expression of their beliefs.
I thank you in advance for your kind assistance, and I look forward to your
reply.
Sincerely,
